The governing body of the college has a number of significant responsibilities for financial matters. The remit for governing bodies from the Department for Education is ‘to ensure the efficient and effective use of resources, the solvency of the institution and the governing body and for safeguarding their assets and for approving annual estimates of income and expenditure’.
The governing body is also the employer of College staff, they are not however responsible for managing the staff. This responsibility lies with the Principal who deals with the organisation, direction and management of the college. He is responsible for applying the procedures agreed by the governing body.
Members of this committee may be invited to join interview panels when recruiting new members of staff or may be asked to attend at an appeal for a disciplinary or grievance by a member of staff.
This committee also looks at the financial health of the college and in order to discharge their financial duties properly committee members receive and approve a range of documents. These include but are not limited to:
- The annual financial statements
- Regular reports on student numbers and the anticipated units of funding
- The colleges 3 year financial forecast
Members of this committee report back to the Corporation on issues such as:
- The solvency of the college and safeguarding the college’s assets
- Ensuring financial matters are always taken into account when making decisions and securing value for money
- To consider and make representations to the corporation on the annual estimates and budgets of revenue and capital income and expenditure and other budgets.
